USPS Tracking

So I placed the order on February 5th. The seller says it should take 10-14 days to arrive. On February 12th I checked tracking and saw that it was at my local distribution center in Denver and scheduled to arrive the 13th. The day goes by and nothing. The expected delivery date changes to the 14th. Again, nothing. Then a couple days later I checked tracking and it says it left my local center and is now BACK IN CALIFORNIA. That is already frustrating enough but I see in the tracking that it keeps hopping between San Fransisco and Oakland. As title says, we are trying to serve a petition on someone in a correctional institution. I researched, got an attorney number and legal mail tracking number, it has been returned 3 times. I found something that said it needs to be sent in a regular envelope via USPS, but we need proof of delivery. Unsure of what to do next, other than put on the proof of service document that 3 attempts were made and we cannot contact the person.

So I get informed delivery with USPS and I received a photo of certified mail from KY courts with my old address on it haven’t lived there since October. I’m in Ohio now and this debt is originally from Ohio and not in Kentucky. I also disputed this and this was settled on Credit Karma that I owe nothing & is closed. Don’t I have to be served in person and don’t I have to be served in Ohio since I live here and the debt is from Ohio?

I left them the instructions to leave my items on my front porch. They didn’t. Then it marked it as undelivered because they couldn’t get in contact with me last night at 8pm. My ring camera never went off indicating anyone was there. I only can track my package on their website. So I’ll assume it’s not coming by DHL, FedEx, nor UPS? I had a question regarding shipping. Im using stripe connect. My marketplace allows Users to be both buyers and sellers similar to ebay. My platform listens to a shipping API to determine whenever an item is marked delivered by the carrier such as USPS or FEDEX. Would it be possible to release payment 2-3 days after delivery is marked and confirmed? I know the marketplace account cannot hold funds as under law that is considered an escrow account which has more strict requirements (and I’m not even sure stripe allows to do this). Just why. Year and a half waiting on my statue and this is what I get. I don’t even want to open it. It kills me they would ship through the USPS with such an expensive item that I was excited to order. I already contacted support and waiting on them to respond. The post office delivery driver didn’t even want to hand it over because of how embarrassing it was.
